Cllr Pat Rye claims the residents of Bulk wanted a parking scheme because of a commuter problem. Here's my recollection of what happened when two nice council researchers came round, some years back, to ask about this:
Council researcher: Do you ever have a problem parking here?
Me: No.
CRs: What, never?
Me: Er, well most of the time, or at least nearby.
CRs: (writing conspiratorially) Aha, can't park outside his own home. Would a parking scheme help with the problem?
Me: What problem is that then?
CRs: The problem you are having parking.
Me: I don't have a problem parking.
CRs: Alright, but if you did have a problem would a parking scheme be helpful?
Me: (doubtfully) Er...I'm not sure. I suppose so. I don't really know.
CRs (writing this down) Would be in favour of a parking scheme.
At the time I wondered what the council was up to. With hindsight it would seem that Bulk had been selected as the test area before hand, perhaps because councillors think we're too stupid or docile in Bulk to protest against anything.
And finally, Cllr Rye piously tells us that the Council makes no money out of the parking fines but makes no mention of those nice little earners called LCC parking permits, at a quid a go, and residents permits, at £20 quid, which you can buy at, er, the Town Hall.
