HYNDBURN Tory MP Ken Hargreaves emerged as one of the leading Conservative opponents of the Government's poll tax plans.
A letter under his signature - and that of five other back bench rebels - had been sent out to all Tory MPs urging them to back a bid to relate the community charge to income.
He said a banding system would make the community charge fairer.
