CHEAPER water bills were in the pipeline for East Lancashire people.
Watchdog OFWAT forced North West Water to trim its proposed price increases by nearly three per cent over the next two years.
OFWAT boss Ian Byatt said: "In setting price limits, I want to ensure that customers do not pay more than is necessary."
