BIG-spending Lancashire County Council was set to end the year £6 million in the red.
WIth only two months left of the financial year, county treasurer Douglas Morgan warned county councillors they could overspend their £650 million budget by £5 million and face an extra £1 million in Government penalties.
Finance chairman Len Proos warned there could be few improvements in services.
