A £6 MILLION plunge in benefits for Lancashire people was forecast by county council leader Louise Ellman.
New legislation giving power for cash handouts to regional bodies rather than central ones could mean money running out with no way of topping it up, she claimed.
Burnley councillor Philomena French said Lancashire should defy the government on the issue.
