REGARDING the Observer's league table of local government (LET, May 4) and noting the position of Blackburn Council fifth from the bottom, who was it that recommended that it - one of the worst-performing local authorities in the country - should be a unitary authority?
They must be out of their minds.
The council leader, Malcolm Doherty, must be looking at his own position and that of some chairmen and officials of the council. As President Truman once said: 'The buck stops here.'
