PLANS to build a new estate of 154 homes on land off Moscow Mill Street, in Oswaldtwistle, look set to get the go-ahead.
But councillors are insisting that developers, Fairclough Homes Ltd, provide facilities to benefit the wider community.
The development involves a mix of courtyard flats and detached homes on the unused site of the former Higher Antley reservoir and Artillery Street.
Councillors said planning permission should be granted, subject to Fairclough agreeing to complete a cycleway which passes through the site.
The developer will also provide play equipment on the nearby Oswaldtwistle Mills site, and some cash to improve play facilities at Rhyddings Park, as alternatives to having them on site.
The plan is for two central U-shaped courtyards, each of 20 two-storey units; plus 114 three or four-bedroomed detached houses.
There will be a single vehicle access off Artillery Street, together with an emergency access on to South Shore Street.
As well as offering an opportunity to develop the site for housing, the scheme enables wider community benefits to be realised, Hyndburn development services committee was told.
