A NEW scheme to offer East Lancashire teenagers alternatives to crime, unemployment, drugs and homelessness was launched.
The 16 Network in Blackburn was set up by community workers with experience in probation, drug problems, careers and youth service.
Plans for teenagers included emergency accommodation, a young persons' cafe and research into problems.
