THE British National Party was set to field a candidate in a county council by-election in Burnley.
In the full county elections a month earlier only one BNP candidate took part, trailing in fourth place in Colne.
BNP spokesman Peter Baker played down violent disturbances at a rally in Colne, saying: "We are a political party, not an army."
