A SHOCK report revealed that 20,000 families in Blackburn and Darwen were living in homes unfit for human habitation.
Council house building in the borough had ceased, waiting lists were soaring, and poor families could not afford to repair their homes, the report said. Blackburn Council called for multi-million pound investment to improve matters.
