COUNCIL tenants are being warned to keep noisy dogs under control or face legal action.
The warning follows complaints to councillors in Rossendale that barking dogs are making residents' lives a misery.
Coun June Forshaw told the Valley's housing committee she had received complaints from elderly tenants disturbed by noisy dogs in upstairs flats.
She said: "We should pay special attention to areas designated for older people. We should not be putting tenants with dogs in upstairs flats because the sound insulation may not be adequate."
Under the council's housing rules tenants are restricted to keeping a maximum of two dogs and one cat. Tenants of flats and maisonettes with a communal hallway can keep only caged birds.
Complaints about noisy pets are dealt with by the Neighbourhood Office or the council's dog warden.
