"CRIPPLING" proposals to charge football clubs for policing outside soccer matches were kicked into touch. The county's police committee gave the plans the red card after complaints from Blackburn Rovers, Burnley, Preston North End and Blackpool. The clubs claimed new charges would double their policing bills and might put them out of business.
