DISGRACED Westminster Council offered a £400-a-head bounty for Blackburn to take its unwanted council tenants as part of its "homes for votes" gerrymandering scandal. Blackburn Council rejected the offer, saying its waiting list was full. Westminster Tory council leader Dame Shirley Porter and her colleagues were condemned for trying to rig elections.
