ITALIAN dictator Mussolini's only real achievement was making the trains run on time, but here punctuality is supervised by the Office of Passenger Rail Franchising - and it's a joke. Nationally, just one company - the tiny Isle of Wight line - is up to the mark. But if OPRAF's findings today are more proof of rail privatisation's failure to deliver, do they not also show that our railway watchdogs do not have enough teeth.
They should be given far greater powers to punish the slackers, hitting them hard in the pocket for their delays.
Transport supremo John Prescott should take a leaf out of Il Duce's book and let loose watchdogs with teeth.
