SHOCK waves spread through Blackburn Town Hall after the resignation of council leader Peter Greenwood, Labour leader for almost five years.
He was thought to have quit after an internal row over the year's spending programme, which he felt were over-ambitious. Deputy leader Coun Gail Barton took over as acting leader.
