HIGH rise residents fled to their balconies after a fireball ripped through an empty flat on the ninth floor of Griffin Court, Mill Hill, Blackburn.
Vandals started the blaze.
Firefighters criticised the block's design and said that if the fire had spread to the single passageway connecting the flats, the residents would have been trapped.
