DOG fouling on public streets and land has brought hundreds of complaints from residents, says council Liberal Democrat leader Gordon Birtwistle.
He said every public response leaflet returned to the party had spotlighted fouling as a major cause for concern.
"Anything that can relieve the town of this menace is more than welcome," he told the town council.
"It is an absolute disgrace in some areas."
The council agreed to make new orders under the Dogs (Fouling of Land) Act 1996 to make it an offence for owners to allow their pets to foul all areas of land in Burnley mown and maintained by Burnley Council.
