RADICAL Labour plans for a North West Regional Council could mean super councils in Blackburn and Burnley covering all East Lancashire.
The proposals included scrapping Lancashire County Council and relying on one-stop town halls responsible for a complete range of local services. They were drafted by a Labour policy review group.
