IS Cllr Michael Kilcoyne so naive as to assume that because people did not reply to the Council's survey it tended to indicate contentment? (People Snub Survey on Council Servicesm BEN, April 19).
Wording of a questionnaire and areas of distribution can influence the percentage of returns. Together with reasons such as recipient losing document, never putting pen to paper, not being prepared to reveal name and address or (as has been said to me) - having no faith in their views being taken on board as "they do what they want anyway".
Chiefs and councillors were understandably disappointed but should not be entirely surprised.
