WHILE on Preston Old Road at the Cornwall Place end I could hear a little dog howling pitifully and it was most distressing to hear its cry for help.
First and foremost I am concerned about the welfare of the animal, but it may interest Citizen readers to know that a £600 fine can be imposed by the environmental health department for causing a noise nuisance via animals or otherwise.
In view of this I hope the owner of the unfortunate animal will promptly respond to his or her pets' needs and in doing so show thought and consideration for their neighbours.
