PEOPLE in Hyndburn are being asked to help draw up a plan to make the best use of the borough's road and rail routes.
The council is putting together a Local Transport Plan which to tackle the increasing problem of the area's clogged roads.
Residents' views are being sought in an attempt to define the most effective ways of reducing Traffic jams.
Government bosses have asked local authorities to come up with ways to protect the environment, improve safety and increase accessibility through linked transport systems.
Car parking and cycleways are also among the issues which will come under the microscope.
Questionnaires asking people to list their favoured form of transport on specific journeys are being made available.
People will also be asked for their ideas on how to end jams and improve public transport.
A cross-party group of councillors has been set up to investigate traffic calming systems in the borough.
After the views of local people have been considered, a draft five-year plan will be submitted by town hall chiefs in a bid to secure funding for schemes.
A council spokesman said: "Traffic is set to grow by more than a third in the next 20 years, which could bring congestion and all its associated problems.
"The plan is a vital contribution to how we develop a balance between private car use and public transport alternatives."
