DARWEN town hall will close on Monday and Tuesday as staff move into the new one-stop foyer in the building.
The town hall has been extended into the former market arcade to improve access to council services.
Phase one of the improvements is complete and the second stage will now be started.
Eventually, staff from social services and Darwen area housing office will be relocated.
During the closure, Darwen advice centre staff will provide a limited service from the housing office in Parliament Street, dealing with bus time tables, claim forms and problems relating to council services.
Staff at Blackburn town hall will provide a back-up service.

All bills will need to be paid at Blackburn and the register office will move to the social services offices in Union Street where a full service will be provided between 10am and noon.
