THE Scottish people are to have the dubious pleasure of having tolls introduced on to certain roads this year, as an experiment.
I am sure that the Scottish people will not be pleased to learn that the only drivers who are exempt from these tolls are government ministers in their chauffeur driven cars! The message from John Prescott, the Transport Secretary, to the Scottish people is: 'Do as we say, not as we do.'
