ANDREW Foxton lost his temper when he saw his car being clamped by DVLA staff.
And when police arrested him for using threatening behaviour he said: "I'll only get a bind over."
Foxton, 28, of Broadgate, Darwen, pleaded guilty to using threatening behaviour and was fined £50 with £59 compensation.
Tom Snape, prosecuting, said police were in Twogates Drive, where a DVLA wheel clamping van was in operation. The officers saw Foxton walking towards a black Rover which was being clamped.
"He was in a very agitated state and asked why his vehicle was being clamped," said Mr Snape. "He was given the reason and that made him angrier."
Foxton shouted abuse at the police and DVLA staff and after several warnings was arrested.
Jonathan Jackson, defending, said Foxton denied making the comment about only getting a bind over.
"He has never been in court for a public order offence, does not know what a bind over is and says that has been made up by the officers who seems to have a running grudge against him," said Mr Jackson.
"He accepts using language that was inappropriate but specifically instructs me to tell you that he did not make the cocky comment about a bind over."
He said Foxton's car was being clamped because it had no road tax and that had already cost Foxton a penalty of over £200.
