A BID to make the region's workforce the best in Europe has been launched.
The North West Regional Development Agency has published its strategy aimed at raising skill levels and encouraging improving education.
It highlights the need to create a learning culture among employers and workers and to ensure everyone has an equal opportunity to access education.
"The North West Skills and Learning Strategy will give the region a flying start in improving its capacity for knowledge while providing equal access to learning and employment for everyone in the region," said Lord Smith of Wigan, chairman of the North West Regional Assembly.
Preparation of the strategy involved discussions with more than 200 organisations.
