PASSENGER trains were due to return to the Ribble Valley line linking Blackburn, Clitheroe and Hellifield - 27 years after the Beeching axe fell.

British Rail were ordered to get passenger services running again by May 1991 at the latest. Transport Minister Michael Portillo broke the news during a visit to Clitheroe.
