Regional manager David Shenton said: "We operate the Superbowls and the Megabowl ten-pin bowling clubs and also Riley's snooker and pool clubs.
"We have 15 snooker clubs between Crewe and Blackpool most of which are in the Manchester area. We are looking to expand by clubs by 25 clubs a year and we had Burnley earmarked for development it was just a matter of finding the right premises."
If permission is granted the development will begin in January with a proposed opening date of February.
Architect John Brock said: "The building work will cost about £50,000 to £60,000 with a similar amount being spent on the inside for tables and decoration."
The development will lead to the creation of 10 to 15 full and part-time jobs.
