CRIME-PLAGUED Blackburn had been "snubbed" by bosses preparing to take the county's police into the 21st Century.
The new Lancashire Police Authority took control of the force when the existing police committee was scrapped. But local councillors, magistrates and residents were ignored for a place on the new, trimmed down body - despite the town having one of the highest crime rates in the county.
