VICTIMS of home violence were not receiving the help and protection they needed from Lancashire police, according to a critical government report.
HM force inspectors urged Chief Constable Brian Johnson to make urgent changes in the way "domestic" cases were dealt with. The county's 1994 police report claimed there was a lack of specialist help.
