THE innovative approach of the new regime at Hyndburn Council comes up with an idea today that town halls everywhere would do well to consider - spot fines for people who drop litter and refuse to pick it up.
It may be that the warden that councillors want to police this scheme will have to be fearless and thick-skinned, but this is a widespread social problem that requires a bold response, and one that people really do want dealt with.
