PEOPLE living near Whalley Road, Billington, are planning a last ditch bid to stop 49 homes being built nearby.
Redrow Homes has outline permission to build on the site but residents say the land is a former tip, is contaminated and floods regularly.
Joe Sykes, of Calder Avenue plans to speak to Ribble Valley Council's planning committee which will discuss the scheme on January 6.
He said: "We can't understand why Ribble Valley Council won't listen to us. This site was a landfill tip, it regularly floods and is not suitable for housing.
"We have been saying these things for years and nobody seems to take any notice.
"There were fire engines there before Christmas pumping out water from houses near Railway View."
If the plans get the go ahead the majority of new homes will be detached with either three or four bedrooms, most with garages.
The parish council in the area has also expressed concerns about traffic problems and a shortage of school places in the area.
