COUNCIL staff were to be offered a "loyalty bonus" to try to stop them leaving for better paid jobs elsewhere. The bonus was part of a package of proposals being considered to ease Hyndburn council's staff crisis. However, other members of Hyndburn's 400 white-collar workforce who tended to be on the administrative side felt left out, and the loyalty bonus was one way of redressing the balance.
