THE bite has been put on a scheme to build dog boarding kennels on a Pendleside farm because councillors fear howling hounds could cause a disturbance.

A planning application to build a 55ft-long single storey building to house 23 kennels at Rigg of England Farm, Heights Road, was refused permission by Pendle Council's Barrowford and Western Parishes area committee.

The committee was worried that being on a hillside noise from the dogs would carry long distances and disturb other people. Two neighbours objected to the scheme, arguing they would be disturbed by the dogs.

But a report from the council's environmental health department that said barking would be unlikely to be a nuisance because the farm is isolated.
