CONTROVERSIAL plans to build 31 houses in Clayton-le-Moors are set to be approved by planning chiefs.
Fears about highway safety and congestion have been raised over the proposal to erect homes on land off Whalley Road.
The application was deferred at a development services committee meeting last year for a site visit by Hyndburn councillors and officers.
The committee has been recommended to approve the building of 23 detached and eight semi-detached houses together with the widening of Mill Entrance to provide access for vehicles on to Whalley Road.
Businesses next to the site have written three letters of objection claiming that the safety of pedestrians will be jeopardised.
Two independent traffic engineering consultants said there are no grounds for refusing the plans on highways grounds.
