THE original reason for setting up local committees was so they could arrange what the Victorians politely referred to as 'scavenging,' which we have a less polite term for.
I suggest the proposed private cabinet for Blackburn with Darwen be fully supported by the electorate to do just that, and nothing else. I have a shovel they can use.
