A team of Government inspectors has told a primary school it is not offering its pupils value for money.
The Ofsted inspectors reached the conclusion after visiting St Saviour's Community Primary School in Lane End Road, Bacup.
The school was praised for making good progress in a mumber of areas, but the teaching of six to seven-year-olds was criticised in the team's report.
The Ofsted report reads: "St Saviour's cares well for its pupils.
"They enjoy good relationships with one another and with their teachers.
"Most have positive attitudes to learning and enjoy being members of the school's warm, flourishing community.
"The school's effectiveness is undermined by unsatisfactory teaching at Key Stage One where the pupils do not achieve as well as they could. "Management has not recognised and dealt with this in order to maintain good standards.
As a result of these weaknesses, the school currently gives unsatisfactory value for money."
St Saviour's has been praised for its effective administration, the moral and social guidance offered to pupils and forming good partnerships with parents.
According to the report, teaching in 80 per cent of lessons is good or satisfactory and a third of lesons were described as good.
Tim Calder, the chairman of governors at St Saviour's, said: "We welcome this very helpful report which reflects the school's many strengths and agrees with our with our own assessment of areas which we will seek to improve in future.
"Work is already under way to ensure that all of the school community will benefit from the improvements we have planned."
