TORIES counted the cost at town hall elections throughout East Lancashire as Labour and Liberal Democrats cashed in on the anti-Government backlash.
Tories lost control of formerly "true blue" Ribble Valley, grabbing the same number of seats as Liberal Democrats and leaving sole Labour Coun Bert Jones with the casting vote.
