Miller was Jimmy Harvey's assistant at Morecambe for 18 months and will replace Mark Ward who joined Altrincham as manager two weeks ago.
Miller, the son of former Burnley star Brian, had played for Morecambe before a knee injury ended his career and he joined the coaching staff. He started his career at Burnley before having spells at Preston, Tranmere, Stockport, Carlisle and Wigan.
"I agreed a deal with Dave last week and I am very pleased he has decided to join us," said Waywell. "His experience will be invaluable for us, plus he has contacts in an area that we have previously neglected."
Miller, who has already qualified for his EUFA grade B badge, said: "I was delighted when Steve made the approach and it is tremendous to be joining such a good set-up at this exciting time.
"I already know several of the ex-pros at Hilton Park and I believe we can make an impact in the Conference. It is a big step up from the UniBond and I hope my experience with Morecambe will stand me in good stead."
Meanwhile Waywell could find himself in conflict with Ward if Alty's new boss returns to Hilton Park to recruit players who will spearhead a quick return to the Conference after their shock relegation to the UniBond Premier Division.
