NOW that Blackburn with Darwen Council has published the requisite Church Street traffic regulation orders, we can all see the truth of the effect of the plan for Blackburn town centre.
Church Street will be closed to traffic between 9am and 5pm, except for delivery vehicles which will be permitted to use it both ways up to 10am and after 4pm.
Before 9am and after 5pm, Church Street can be used either way from Salford and Higher Church Street by all vehicles. The above order does, of course, depend on the gross vehicle weight, as displayed, and, presumably, whether there is an 'r' in the month.
It should be very simple for traders and commerce to get this message across to prospective visitors to Blackburn and with the help of schools and the local college, our young and elderly visitors should soon get the hang of things.
Perhaps the Green Cross Code can be adapted for use on Church Street using the above, simple-to-follow guide.
Having supported the council's proposals for the so-called regeneration of Church Street, the Civic Society and the Cathedral will now wonder just how closely the much-heralded artistic impressions will match the reality.
