A CANOE course and fish pass are planned on the River Calder at Padiham weir.
The Environment Agency has applied to Burnley Council for planning permission to create a series of pools and drops for use by canoeists.
A pass is also planned for both course and salmonid fish.
The Agency says the scheme is intended to maximise the opportunities for recreation, sport and amenity for the local community.
The canoe facility is seen as being a regional attraction.
The application will go before the council's development control and highways sub-committee on Thursday.
They will be told that a neighbouring industrial occupier supports the scheme but asks that security is considered or even made condition of permission.
Project Padiham are giving the project their full support as a recreational resource with wildlife benefits.
Planning officers are asking for delegated powers to approve the application subject to conditions and further negotiations about the access road.
They say the development gives an opportunity to improve access from Padiham to the countryside and to link with other foot and cycle routes.
