WHEEL clampers moved in at a Blackburn hospital after fears that lives were being put at risk by traffic congestion.
Emergency 'ambulance only' areas had been blocked by parked cars and vehicles left in no-waiting zones had stopped fire engines and ambulances reaching parts of the Royal Infirmary site.
