TV Licensing's Target Zero campaign caught 170 licence dodgers in a month-long crackdown in Burnley.
The majority of offenders face action the magistrates' court in March and fines of up to £1,000 are expected.
The campaign targets all unlicensed addresses and drives towards zero evasion of the £104 fee in the UK.
The BB10, BB11 and BB12 postcode areas came under the spotlight in December.
Doug Mullin, regional manger for TV Licensing, said: "We still find it difficult to accept that people will go to any lengths to try to evade paying for a TV licence.
"Despite the fact that our campaign in Burnley was publicised at the beginning of December, we still caught 170 evaders."
Detection teams were backed up by the licensing centre's computer database which contains up to date information on the licence status of 26 million addresses throughout the UK.
Mr Mullin added: "With more ways to pay for a licence, it is simply not worth the hassle or embarrassment of us catching up with you, as licence evaders in Burnley have recently discovered."
