I CAN'T see why a chunk of town centre should house a telephone exchange.
It would pay Blackburn to subsidise a 'move' if it's to free or low-rated land and even grant some removal cost aid.
This freed-up site could then become a short-stay (one hour) low-pay (or free!) car park and both Darwen Street and a car-free Church Street would benefit.
And with the upturn in trade would come an increase in rates which would be only too willingly paid if trade increased, as it would.
