IT looks increasingly likely that the £40 million Kingsway development in Lancaster will be going back to the drawing board.
The council is looking at a new development brief after two years of negotiations with the chosen developer, Chelverton, failed to reach agreement.
The new brief includes more scope for offices and housing on the key site at the northern approach to the city.
If the council does not proceed with Chelverton then other developers will be tendered for the contract.
