PRIVATE tenants are freezing in winter because their draughty homes are "leaking" heat.
So says MP David Chaytor, who is campaigning for better conditions in houses in Multiple occupation (HMOs). He wants the Government to set up a national scheme for licensing and registering HMOs, as in Scotland.
Mr Chaytor said that 40 per cent of private tenants live in "fuel poverty", unable to keep their homes warm. The Bury North MP wants a licensing scheme to include energy efficiency standards.
