He was roared on by the huge crowds at Royal Lytham after hitting a sensational albatross.
Owen, from Mansfield, was one of three on seven under par after his amazing two-shot effort at the 542-yard 11th.
He was level with German Alex Cejka, who played tremendously consistent golf in the third round of the 130th Open on Saturday.
Swede Jesper Parnevik was up there with them.
Welsh veteran Ian Woosnam and German Bernhard Langer were among four players on six under with Ulsterman Darren Clarke, 32, a shot behind.
Overnight leader Colin Montgomerie, 38, was on five under after dropping two shots at a terrible 13th, but still finished within touching distance of the lead.
