PAUL Proctor ran up and shouted "well done" as an Asian family were being escorted by police from their home in Bute Road, Shadsworth, because of harassment.

And when an officer asked him what he meant Proctor used racist words.

Proctor, 25, of Oban Drive, Blackburn, pleaded guilty at Blackburn magistrates to being drunk and disorderly.

He was fined £60 with £60 costs.

Julie Reddish, prosecuting, said the incident happened at 10.45pm on Monday and Proctor had been charged the following morning.

When he was charged he replied: "I'm sorry for my behaviour once again."

Elliot Taylforth, defending, said the incident may seem to have been aggravated by the things that Proctor said.

But she said that these had not been said within the hearing of the Asian family.

"He is not at all racist," said Mr Taylforth.

"He just did not know what he was saying or what he was doing on that night."
