A 47 year old woman was found drunk after two toddlers were discovered beside a busy main road by members of the public.
Burnley magistrates heard how the youngsters, aged three and one, were dirty and dishevelled, one was injured and the baby was suffering skin problems after its nappy had not been changed for a considerable time.
Christine Topping was found to be drunk and was dealt with as the child was being tended to by parmedics.
Topping, of Rostrons Buildings, Rawtenstall, had earlier admitted two counts of child cruelty and one of failing to surrender. She was remanded in custody until September 20, for a pre-sentence report.
Bill Rawstron, defending, said Topping had psychiatric difficulties, which needed to be addressed and had immense personal difficulties.
Her partner had recently left her, her home had no heating or electricity and she had not eaten for some time.
