DAVID Pickup, 51, of Ciceley Court, Blackburn, was bound over in £200 to keep the peace for 12 months when he appeared before Blackburn magistrates and admitted a breach of the peace.
Pickup was ordered to pay £100 for being in breach of a previous binding over imposed three months ago.
The court heard that Blackburn market security officer Patricia Aspin had had numerous problems with Pickup, and as a result he had been banned from the market complex.
She was on duty at 3pm on Wednesday when she saw Pickup in Market Way and on seeing her he said: "I've got something in my pocket for you slag."
He was told he was banned from the market and asked to leave but became threatening and the police were called.
The court heard that Pickup was bound over for a similar incident in August.
Basharat Ditta, defending, said Pickup had been to the DSS offices in Penny Street and was making his way to the bus stop.
"He did not know that he was banned from the market and he accepts that when he was challenged he became aggressive," said Mr Ditta.
