A STRING of tough conditions are set to be attached to planning permission for a canalside housing estate on the outskirts of Blackburn.
Plans to build 34 houses on land running alongside the Leeds and Liverpool Canal off Livesey Branch Road, Feniscowles, was deferred by councillors last month so issues of noise from the nearby Sappi plant -- which sold the land to developers Dorbcrest Homes -- and land contamination could be reviewed.
Councillors will meet tonight to reconsider the application, and a report to the committee states that noise readings on the site showed no concerns about the project going ahead. But after concerns were raised at the last meeting about the impact of extra traffic on Livesey Branch Road, the developer must submit plans for improvements to the new junction being created for the estate.
They must also draw up plans to shield the site from an unnecessary noise.
